Scheme Documents
At a meeting of Falkirk Council’s (the council) Executive Committee on 16 January 2024, the Council agreed to the publication of the Grangemouth Flood Protection Scheme (the Scheme).

The publication commenced on 3 May 2024 with the posting of almost 10,000 statutory notices (the Notices) to affected parties and concluded on 9 May 2024 with the Notice published in the Falkirk Herald. A copy of the Notice was published in the Edinburgh Gazette on 10 May 2024.
The Notices were sent to all those likely to be affected by the Scheme, as defined in the Flood Risk Management (Scotland) Act 2009 and the Flood Risk Management (Flood Protection Schemes, Potentially Vulnerable Areas and Local Plan Districts) (Scotland) Regulations 2010 as amended.
From 9 May 2024 to 16 June 2024, anyone could submit an objection to the Scheme or representation to the EIA Report (in writing) to:

In addition to the Notice, the Council were required to publish plans, a description of the Scheme and various other documents. These can be accessed below and at the location identified in the Notice.

The consultation period for the Scheme closed on 16 June 2024 following publication of the Scheme notice on 9 May 2024.
The Council made a preliminary decision to confirm the Scheme without modification at the Executive Committee meeting on 23 January 2025. Scottish Ministers notified the council on 27 March 2025 that they will not be ‘calling in’ the Scheme (which would have led to Scottish Ministers holding a Public Local Inquiry). The matter has now been referred back to the Council to hold a hearing to consider the Scheme prior to making a final decision.

The Council will now appoint an independent reporter (“the Reporter”) to conduct the hearing and issue a Report. At this stage, we do not have any details of the hearing dates or matters to be considered. Once the hearing has been held and a report submitted to the Council by the Reporter, it will then be presented to the appropriate Committee of the Council for consideration.
